The Cabinet Committee on Economic Affairs has approved the continuation of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) till 2020 in the meeting held on 2nd May 2018. The motive to continue the PMSSY is to ensure all people can take benefits of this scheme. The Modi Govt will now continue Prime Minister Health Safety Scheme beyond 12th Five Year Plan for a duration of 2017-18 to 2019-20. Prime Minister Narendra Modi has presided over the CCEA meeting and has allocated financial outlay of Rs 14,832 crores.
The main objective of Pradhan Mantri Swasthya Suraksha Yojana is to ensure affordable and reliable healthcare services to the citizens of India. Central Government also focuses on providing adequate facilities for high-level medical education, nursing education and research facilities across the country. The continuation of Pradhan Mantri Swasthya Yojana will create the appropriate tertiary level healthcare infrastructure (i.e. establishment of new AIIMS along with improvement in the referral system).

Pradhan Mantri Swasthya Suraksha Yojana (PMSSY 2018-19)
The central government is consistently working towards the improvement of health infrastructure and health manpower across the country. Pradhan Mantri Swasthya Suraksha Yojana primarily consists of 2 components; Setting up of AIIMS like institutions and upgradation of Government Medical Colleges Institutions (GMCI). The important features and highlights of PMSSY are as follows:

(PMSSY) Setting Up of AIIMS like Institutions: - Setting up of new All India Institute of Medical Sciences (AIIMS) will completely transform health education and training. Here are the following features of the service:


  1. Even this initiative (All India Institute of Medical Sciences) will also resolve the issue of a shortfall of healthcare professionals.
  2. The Central Government bears all the expenses and provides funds for construction, operations, and maintenance of new AIIMS.
  3. This is a major boost for direct employment generation for around 3000 people at several faculties and non-faculty posts in every AIIMS.
  4. Moreover, this step will also generate indirect employment due to facilities and services like shopping centers, canteens, shops in the vicinity of new AIIMS.
  5. Each functional All India Institute of Medical Sciences (AIIMS) with 960 beds established under PMSSY will create 4089 vacancies.

Till date, new AIIMS at Mangalagiri, Nagpur, and Kalyani has created 1144 posts with the approval of Finance Ministry. Each New AIIMS under PMSSY will now add 100 UG (MBBS) and 60 B.Sc (Nursing) seats, 15-20 Super Specialty Department and 750 hospital beds.

Upgradation of Government Medical Colleges (GMCs): - In each Govt Medical College (GMC) Upgradation, the following services will be added.


  • The central government will now add 8 to 10 super specialty departments (on an average).
  • In addition to this, this initiative will also add around 15 PG seats on an average.
  • Each new AIIMS is expected to have around 1500 OPD patients per day and around 1000 IPD patients per month.

Note - All the schemes under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) will minimize the imbalance to access quality healthcare between states and regions. This scheme will also maintain a balance between human resource development and availability of trained medical and nursing manpower. Establishment of medical and nursing colleges is essential for the Public Health Care Delivery System (PHCDS).
